certificate attestation

Dear Sir/Madam,
i have been selected for a senior position in Abu-dhabi. it takes about for me to get my certificate attestated in India. So the agency told me that the company cannot wait for so long instead they will issue me an technician visa so i need not not get my certificate attested. is it true that travelling & working under technician visa does not need certificate attestation?
