another residence permit question

• I understand that I am allowed to look for work for 3 months without a permit. But I also understand that I have to register with my local authority within 8 days.
  
  so is it best to turn up without an employment contract and they'll let me register anyway? or do i just wait until I get a job, if i find one?
  
  My boyfriend already has a job etc.
