Embassy of Spain in Pakistan

According to the reference of email dated 19-11-2008, sent by spain embassy islamabad, the embassy is closed because of construction work and it will resume the normal activity within one week, but i think that you are right and they are closed because of security reasons.
in General, the embassies make appropriate arrangments such as hotel booking, or receive applications through any other embassy but if they say the embassy is closed for construction work, it totally lie.
Kindly let me know, how could i approach to the higher authorities in spain and let them aware about this situation. i live in pakistan and i have to apply family reunion visa for spain. It already takes one and half year in the process. Furthermore, the closing of visa section is adding panic among the family members of legal residents of Spain.
