work permit?

Hi,
i `m planning to open my business in Moscow as an private entrepreneur. How and where do i register myself? Can i still use business visa? do i need a work permit and temp.residence to leave in Russia up to 6 month? I called Russian embasy in NY and they do not know anything about it...
