trouble with building manager

• we are expats and have owned an apartment in Cyprus for 10 yrs.In that time we have seen the ruin of the building,attempts to contact the building manager unsuccessful the last 4 yrs.building rates are paid by only a few of the 20 apt owners .5 yrs ago when in Cyprus I rang to pay our building rates ,but requested to see the management book to see why the building was in such disrepair,and if i could have a receipt for our payment,neither was forthcoming.What legal chanels can I use to employ a new manager before the building colapses . help
