turkish partner uk tourist visa

• I am UK citizen working and living in North Cyprus with my Turkish partner he has been refused twices a tourist visa and we want to go and visit my son at xmas for 1 week only any help please the say they are not convinced he will return and we have sent return tickets letters from employment and friends help required
