Most discussion of Germany's role in world war two for example has been done by foreign scholars. Germany also has low liberal arts university graduation levels (the widely feared Arts degree) compared with many other countries so people don't have the intellectual training needed to discuss matters in depth - that's something for the doctor professors, after all.
