Need to know exactly what to apply for

• Hi, I'm a 16-year-old living in the United States. If I can, I am going to live with a family friend in The Netherlands I am not related to. I need to know what exactly I need to stay, as far as visas and the like. I would like to work and attend school, preferably a community college. I have attended a few semesters at a community college with all passing grades.
  
  Also, should it be difficult to get a temporary residence permit? I really need some personalized help, thanks very much for any replies.
