Rule of thirds and getting past it

• i have been looking at apartments all day and i have found one that is perfect but 1/3 of my monthly net salary is officially 633Euros (will be more like 690 if averaged over the year) and the flat i would love it 680 a month.
  So what i want to know is: Is there some way around this rule of thirds? or someway that i can get the government to let me spend 47 euros more a month for a perfect place, as opposed to somewhere i could live??
