Recruitment agencies for foreigners without the right to work in the UK

• Hi,
  
  Does anyone know any recruitment agencies that recruit candidates from the EU, but that don't have the right to work in the UK? Are there any agencies like that?
  
  All the ones that I've found on the Internet didn't recruit also people that don't have yet the right to work..
  
  I am already in UK, but can't manage to find a job, as I don't have yet a work permit.

  Hi, I am a Filipino and wanted to work in the UK. I am currently working in an outsource company as Customer Service for 3 yrs running. We were taking calls from medical providres in the USA but I would like to be in the UK and work either as Customer Service, Telephone Operator. I also like to work in a hotel but I heven't had any experience working there. There are recruitment agencies here who do manpower pooling. When I try to contact them about their job posts they were telling different stories, like its no longer open or it has been cancelled for some reason.
