Marrying a single Omani Guy

hi! I am 30 years old from South east asia and had a 3 years relationship with a Omani guy, his family like him so much...and right now we are planning to get married, is it true that the Government of Oman could not issue a certificate allowing us to get married?what we should do in this case?we are desperately wanted to get married.please send your answer if you dont mind to [email removed]
