there are planty of health insurance policies for non residents
Check out rbc insusance, Ingle, Canada Life, Manulife, etc. You should be able to get a decent coverage for about 2 or 3 dollars per day.
If you are a student, you may be able elligible for a student plan from your university and if you are a landed immigrant, you will need insurance for about 90 days, time after which you will be elligible for provincial health coverage
