Australian wants to live in France

• I am a 33 year old Australian male who has been living in the United States for 15 years. I would like to move to France - most likely Rouen. I need adivce and insight if anyone can provide any.
  I am an artist and would really like to see my work take off and it just isn't happening in this country. I have a lot of experience in retail, which has been helping me get by over here.
